The main purpose of this sub-grant is to support Indigenous Human Rights Defenders or Activists (HRDAs) in target areas of CIYA to exercise for Indigenous Peoples Rights to land, natural resources and traditional territory by integrating human rights-based, do no harm approaches, national and international relevant laws and advocacy mechanisms at communities.
Indigenous communities in rural areas in Cambodia are regularly affected with human rights violations by development projects such as sub-degrees on the economics land concessions (ELCs), illegal logging, dams and mining. Because we found that the most projects came to invest in the territory of indigenous communities have never fulfil apply with legal frameworks which require the government and investors have to respect and protect social and environmental impact to community. Hence, there are activists and community members that were threaten and arrested because they have tried to address their concerns about their access and rights to their land, natural resources and territory that have been serious violated. For example, communities lost their land, forests, spiritual places, identities, traditions, and occupations for daily livelihood. Their participation in development and decision-making are regularly not fully respected.

PAST PROJECT
CIYA will educate selected Indigenous Human Rights Defenders (IHRD, focal persons in indigenous committee communities, CIYA members, indigenous leaders, members of elder groups and women groups) to provide capacity building on human rights, national and international laws, documentation, do no harm and advocacy mechanisms on how to demand their rights. The trained persons will gain better knowledge about human rights, national and international laws, do no harm, documentation of cases of human rights violations, and advocacy mechanisms.
The project will also strengthen the cooperation and collaboration between Civil Societies Organizations (CSOs) and Indigenous Peoples Organizations (IPOs) Development Partners (donors, companies, and private sector), Government (Ministry of Land Management, Urban Planning and Construction, Ministry of Rural Development, Ministry of Mine and Energy) and the indigenous communities. This proposal will contribute to the SDHR project that is implemented by CORD and COMFREL and their partners which focus on the capacity building to the Human Rights Defenders and Human Rights Organisations into integrating conflict sensitivity in the frameworks of human rights advocacy.
